Italian MEP request of installing water coolers

Mrs. Renata Briano, Italian MEP (Member of European Parliament) sent the below question to EP (European Parliament) Register.Renata Briano advocates in favour of installing purified water dispensers as a way to serve circular economy and green public procurement.

Every day, countless numbers of plastic bottles are brought into Parliament and the other European institutions, and the empties go to fill up plastic-waste containers (at least that is where it is to be hoped that they go). The same happens every day in central and local government offices all over the EU. Installing purified water coolers in public buildings, linked up to the buildings' water supplies, would save large amounts of money and help to protect the environment.
Accordingly, in keeping with the spirit of its own recommendations on matters such as the circular economy and green public procurement, will the Commission bring forward a multiannual plan that will drastically reduce, and if possible put an end to, plastic bottle use in public buildings throughout the EU?
On July 6th, Mr. Vella gave a joint answer on behalf of the Commission to Mrs. Renata Briano:
The Commission fully recognises the importance of waste prevention as the highest priority in waste management in line with Directive 2008/98/EC on waste (1). Member States had the obligation to prepare Waste Prevention Programmes for the first time by 12 December 2013, and it is expected that the measures included in these programmes shall have an impact on waste generation in the near future. Furthermore, the new legislative proposals on waste (2) adopted by the Commission include additional measures to promote waste prevention.
It has to be taken into account that the European Bottled Water Industry association ( EFBW) has already approached the EU Commission to present the industry efforts and achievements in the field of recycling.
